PACIFIC GROVE, Monterey County — October 23, 2026. Running a licensed vacation rental in Pacific Grove involves at least two separate responsibilities: maintaining the proper municipal authorization and reporting the applicable transient occupancy tax (TOT). The city maintains a dedicated online tax-processing portal for hotels, motels, B&Bs, RV parks and vacation rentals. The portal says tax returns can be submitted online, by telephone or by mail and describes monthly filing for vacation-rental lodging taxes.
Does filing taxes make a home rental legal?
No. The Pacific Grove Municipal Code Chapter 7.40 requires a valid short-term rental license when using a qualifying entire dwelling for guest stays of fewer than 30 consecutive days. Separate coastal zoning and residential-use restrictions apply. A tax account, payment confirmation or old reservation listing does not substitute for current land-use authorization.
What about a permitted home share?
Pacific Grove has a different program for resident-present home sharing. The local code permits eligible residents to host limited guests, generally in a single bedroom while someone who resides in the home is present, after obtaining the city’s home-sharing permit. That program has separate safety requirements and does not turn an ADU, a condominium or an empty whole house into an eligible room rental. Home-sharing income can still have occupancy-tax and recordkeeping obligations.
What can owners do online?
The city’s tax portal lists options to file and pay current TOT, make payments toward an outstanding tax balance, access forms, or update an account. It specifically distinguishes filing a tax return from paying an outstanding balance; using the wrong selection can leave required monthly paperwork outstanding. The service center lists 831-920-3890 for assistance, Monday through Friday during the published hours.
What happens when a home is sold?
Under Chapter 7.40, a whole-home STR license is generally nontransferable upon sale, apart from narrowly defined exceptions. Owners must renew licenses and meet applicable inspection, occupancy, nuisance and listing-display rules. A prospective purchaser should not treat a seller’s tax returns or a listing on a rental platform as proof they will inherit the operating license.
What financial records should be kept?
Operators should preserve a record of guest stays, collected accommodation revenue, tax reporting and payment, the exact city permit number, renewals and safety inspection records. Verify the current applicable tax rate, exemptions, tax deadlines and any Hospitality Improvement District assessment with the city. The tax rate can differ by transaction and lodging type, and private booking-platform payment calculations should be reconciled against city obligations.
