PACIFIC GROVE, Monterey County — October 23, 2026. Residents opening a small business or home-based operation in Pacific Grove can file an initial municipal license application online, but should not confuse submitting the form with final approval to operate. The city’s online Business License application instructions say licenses renew annually and normally expire on June 30 each year.
What does a new applicant need?
The city application asks whether the business operates inside or outside city limits, the type of operation and commercial or residential zoning information. An address must be a genuine location, not simply a post-office box. Applicants may need a commercial or residential zoning clearance form, details about business ownership, number of employees, estimated gross income and applicable state licensing records. A home-based business is specifically identified in the form and may require a different review from a storefront.
When is payment due?
The city instructs applicants not to pay before the initial submission has been reviewed. The system sends a receipt confirmation and says the applicant should usually receive a follow-up within five business days with the amount due and how to pay. Online credit and debit card transactions are listed as carrying a 3.5% convenience fee. Review times and fees can change; the statement is not a promise of final land-use, fire or building approval.
Which registrations might be needed besides the city license?
Businesses may also need a state professional credential, fictitious business name filing, county health approval, building permit, zoning clearance or special environmental authorization. The city’s application references additional state requirements for some industrial sectors under SB 205. The applicant should not assume that paying the municipal license fee replaces all other authorizations.
What about renewing or closing an existing business?
Pacific Grove operates a consolidated municipal services portal that supports new applications, renewals, online payments, requests to update business records and notifications that a business has closed. The separate tax portal handles lodging taxes. A business owner who closes an account should also reconcile any outstanding balance and other applicable tax filings.
Where can businesses obtain help?
The municipal license processing center lists 831-920-3890 for application assistance during normal weekday business hours. The actual licensing and zoning rules depend on the City of Pacific Grove and the specific address. Applicants should confirm permit conditions before leasing expensive commercial space or starting construction work.
